Short Answer

For most closed-loop cruises (sail from and return to the same U.S. port), U.S. citizens can use a birth certificate + photo ID instead of a passport.

However, we strongly recommend a passport because:

It makes re-entry easier if the ship changes itinerary
Required for most international ports
Necessary if you need to fly home early
Required for river cruises that cross into Canada

Any cruise that visits a foreign country and does not return to the same U.S. port

Transatlantic, Panama Canal, Hawaii roundtrip (some cases)

All river cruises that go into Canada
